What I do before picking a tool: work out what the actual problem is. A lot of briefs that arrive as "we need a new website" end up somewhere else entirely, because the bottleneck was the process, the positioning, or a decision made three years ago. Design and code are the means, not the end.
I design and build the whole site: layout, content, code and deployment. Because I do both ends, what comes out of design is exactly what goes live, with none of the telephone game between the person who draws it and the person who builds it.
